Pause and run error lts on

Pause and run error lts on and i can not communicate with the rs232 port. I have tried dip switch 4 still no luck. Any thing else i can try. I am using a FMD88-10 PLC in this case.

PS Also has no lcd screen display

It appears that the CPU is not running.

Please check the power supply to the ICs such as 74HCT14, 74HCT245 to see if there is 5V there between the upper left and lower right corner pins (i.e. pin 7 and pin 14 for 74HCT14). If the voltage is less than 5V that means there are components damage which drag the power to below CPU operating voltage.
