I would like to develop my own GUI, starting with the well documented sample applet which you have provided.
Where can I download a copy of PLCmon.jar?

The PLCmon.jar library is only made available upon request by legitimate TRi PLC users. Please contact the supplier of your Trilogi PLCs to get the details.
