Is there any way to change the PLC's IP address, port and gateway through VB?

These parameters are normally only changed using i-TRiLOGI or the stand alone F-Server & ADC Configuration program.  There is no published set of commands for user to make these changes from their own program. If you have very special requirements you can write to support@triplc.com to discuss about your project (please provide your name, company name and the project details). For special OEM applications we may be able to support such needs after signing an NDA.
