Can the Analog I/O ports +5V Ref pin deliver 60 mA current to power my sensor and maintain a constant +5V?

The analog reference voltage is rated for 10mA max which really is to provide a "reference" voltage and not meant to source high current. An external +5V current source is required to supply 60mA to your device.
