Check if the DIP switch #4 has been turned ON. If so the PLC powered up with CPU in PAUSE state and COMM1 is set to 9600 bps.
If the DIP switch #4 is not turned ON but PLC is paused, then there could be a problem in the program inside the EEPROM. You can turned on DIP switch #4, power ON reset the PLC and set TLServer COM port to 9600 bps. Transfer a blank program to the PLC, then turned OFF DIP switch #4, power reset again and the PLC should now work - TLServer need to be set back to 38,400 bps after this.
